1963 Gale Sea King 5 HP issues.

A friend, (and I use that term loosely) brought me a tag sale engine.
Model # GG18732B.

I checked compression (75 each) and spark. Both are healthy, so I decided to go over it.
Resealed the lower, no issue.
Changed the impeller while I was in there. Power head had to come off just to replace the impeller.
Resealed parts of the power head.
Rebuilt the carb.

I have it all back together.
I started with both low and high speed needles out 3/4 turn.
It will start at about 1/3 throttle. I can't seem to dial it in.
Anything less than 1/3 throttle, it dies.

The exhaust cover is also very hot, (boils water and is discolored) but everything else is cool to the touch.
There is no provision for a thermostat on this engine.
When I had it all apart, all the water channels looked clear. This thing looks like it was used once in freshwater and put away forever.

Normal beginning point for the needles is 3/4 turn open on high speed, 1, 1/2 turns on slow speed.

It is absolutely normal for that exhaust cover to get blistering hot. There is fire on the other side of the plate. The paint burned off during the first five minutes it ran right out of the box. Nope no thermostat.
