1962 Johnson 40 Hp Electricshift-some help needed

Bought a 1962 Starcraft from a neighbor with the electric shift 40HP Johnson. She said it had reverse only. I may have found a bad connector under the panel but with further checking with power to the blue and green wire connectors at engine, both spark as if the coils are good but with power to either one the prop doesn't lock up but becomes harder to turn in both directions. I can turn it fully around continually but it will not lock up. Then with power to one of the leads and the starter running and engine turning over (not starting) , the prop does not turn at all. I drained the oil hoping it was really sludgy but it didn't look too bad.
Any help would be appreciated.
Also, can this lower unit be disassembled and reassembled without special tools?
 
When you apply 12 volts on the green wire, then prop should turn clockwise with some drag and lock up ( turn the crankshaft ) going the otherway.---------With 12 volts going to blue then of course it is the opposite.-------------If there is no forward then likely the tab on the forward spring is broken off.
 
I recently rebuilt my gearcase with the help of these members on a 63 electric shift and needed no special tools. I used a cheap flywheel puller (asia import store) and basic socket set, standard wrenches and screw drivers. Getting the front coil and front bearing set out of the lower gearcase was the most difficult part of the job. Good luck with the motor!
