1960 Seahorse 10HP Won't Start

1960 10HP Seahorse won't start. Engine ran fine when I stored it in garage 8-9 years ago. Ran engine out of fuel before it was stored. Tried to recently start it, but no go. Pulled carb off and found some restriction at fuel inlet to carb. Cleaned inlet with carb cleaner and it is now clear. Flushed all ports on carb and all seems to be free of restrictions. Did not dissamble down to float, hoping flush would work. Put carb back on engine and still would not start, not even a hint of starting. Plugs are getting good spark. Plugs smell and show signs of fuel. Friend said to set carb adjustment for idle to all the way in then 2 turns back out. For high speed adjustment he said all the way, in then 3-4 turns back out. Any ideas?
 
Many folks lay the plug on the block and see spark at the plug.-----This is not a good test.--The ignition system was engineered and built to jump a gap of 1/4" or better and that is the real test for " good spark "--------Your friend is also wrong on the needle adjustments.---------Set upper needle at 1-1/2 turns out and the lower one at 1 turn out.
 
If motor was running and stored with the carburetor empty then likely the carburetor will be OK.----------Test for " real spark "
 
Thanks for the advice. I cleaned the carb, found the right carb adjustment and replaced the plugs. Engine fired on the second pull.
