"My 1960 johnson seahorse 5.5 will idle great but will not rev up. I have two different carbs for it and cleaned both, but the motor runs the same with trying the two different carbs. What could be causing this problem."
 
Could be the point gap is not

Could be the point gap is not opening enough. Good low speed no high speed. If you open them to far it will not idle well but will have good top end.

The gap needed should be on the flywheel and you may be able to adjust the points through an access hole in the flywheel if it has one.

"Could maybe I need a carb kit with new gaskets and new float. The fuel pump seems to be fine because the primer stays pretty firm. I am not aware of any air leaks anywhere. I did take the fuel pump apart and the diaphram inside is very old, but was told I had to buy a another fuel pump because they dont make kits for fuel pumps this old anymore."
 
I dont think I have an access

I dont think I have an access hole through the flywheel. Does this mean I will have to get a flywheel removal tool to access the points?

Well if there is no access hole then a puller is the only way to remove the flywheel. Please do not listen to anyone that tells you to just hit the top of the crank with a hammer. This can and will cause damage.

Pullers are cheap.
It could be better to remove the flywheel anyway. This way you can check the condition of the coils. These could have cracks in them that will ark to ground. It happens on an engine that age. This can be part of the problem as well.

Have you soaked those carbs an

Have you soaked those carbs and installed new needle and seats plus cleaned all the little holes out.

"a harmonic balancer puller from an autoparts store is cheap and the best to use for pulling these flywheels.
I would also think that the coils may be bad.
check for cracked ones when you get the flywheel off.
