"Good old engine. If it turns over free, squirt just a little oil in the cylinders and turn it over a few times by hand before starting it. Check the tank close for signs of old / bad gas and clean as needed. Inspect the fuel lines for cracks etc.
It will not hurt to add a little more oil in the fuel than called for in the first tank.
Check the lower unit oil level and condition. (should be changed before lake running)
Make sure it has enough water to cover the bottom of the lower unit in a CLEAN trash can or whatever you have. (note, do not try to use anything smaller than 30 gallons)
Fire it up. As soon as it starts check for water being pumped. The water will exit with the exhaust.
No water, shut it down right away.
Even if the water pump is working I'd install a fresh impeller since it has sat so long just to be on the safe side. This is easy on that model.
You may very well need to remove and clean the carburetor so expect this.
Do not run at high rpm while testing. Only test gears at an idle.
Odds are good you need to clean the carb, set and lube the points and replace the impeller. You also may find cracked magnetos.
Other than that I doubt it will need anything but some lube here and there on the linkage.
Again, a very good outboard. I've owned and been around many through the years.
On another note,
It may just be me, but for a shop to quote you a grand without even seeing the boat is just freaking outrageous. I'd stay real clear of that shop if it was me.
