1960 evinrude 40hp I NEED HELP!

So i have a 1960 evinrude big twin 40hp motor that i have done a full carb kit on and adjusted the float just right, but whenever I go to pump it up and put the fuel in the carburetor it just starts flowing out the front of the carburetor, and it's not coming out of the overflow hole, it's actually injecting and pouring out of the top part of the carburetor overfueling the whole motor, and the bulb on my fuel tank doesn't get hard to press it just goes and goes and goes and the weird thing is when I completely screw in my high speed screw it completely stops doing it, my bulb sits hard to press and the float needle is completely blocking off all the fuel, I have no idea what it is that's causing this to happen and I could use someone's help if they have the time
 
When you put the carbs together, put a piece of hose on the fuel intake nipple and blow into it. You should hear air going into the carb. Turn the carb upside down and you shouldn't be able to blow into the hose. Turning the carb upside down, gravity should be sufficient to close the needle and seat and prevent air from going into the carb. That's the best way to know that you've done it correctly.
And yes, Amazon carb kits are crap. Go with OEM only.
 
Float is probably cork. Verify that it isn't loose on the hinge or saturated (too heavy, won't have correct buoyancy).
 
Also i didn't buy an Amazon kit because I agree that they are trash, and yes it is cork but I just replaced it with my new carb kit I put in so i dont think it should be very saturated yet, I'm going to try that and blow through it and see if the actual needle is indeed seating, thank you all for all your replys!
 
The float should float up and push the needle up into the seat, closing off the fuel flow onto the bowl.
*You have the gasket in place when you screwed the seat tight?
*You adjusted the float height correctly?
*Freshly assembled and empty carb should hear the float move as you turn it upright/over/upright.
*Correct float installed? Not binding against carb body or bowl?

Set both high & low speed jets at about 1.5 turns out to start.

The high & low speed jets (screws) have no effect on carb inlet needle/float operation.
Screwing the high speed jet in simply stopped the fuel outlet path.

ALSO, BE SURE CARB BOWL VENT IS NOT PLUGGED. IT MUST BE OPEN!!!!
IF NOT, FUEL WILL SIMPLY BE FORCED UP THRU THE JET WITH EACH BULB SQUEEZE BECAUSE OF CARB BOWL PRESSURIZING AS IT FILLS.

I was going through all this like, yup got it, yup got it, but that last part in caps i wondered about, so I got a little wire and reached it up the overflow hole and I realized that it's all plugged up, so I'm gonna clean that out tomorrow and see what happens cause as of right now it's going exactly that, the gas starts pumping out the jets with each squeeze
 
So the fuel overflow was completely blocked up in a part i couldn't see before, i used a little wire and knocked it out, I now have idle and it's not over fueling, I was able to start it several times and let it sit without a single problem! Thank you all so much for your input and replys, you all helped me so much! My last question is how do I close a thread so nobody thinks I still need help?
