1959 Evinrude 10hp Sportwin -10018

I just got a 1969 Evinrude 10Hp Sportwin 2 stroke boat motor. I got this from my grandmother along with a 1955 Dorsett Catalina boat. The last time she used the boat it ran perfectly that was 1996. I want to get this running so i can cruise around the lake this summer. What should i do first to figure out if this is capable of running again?

Check for spark , it must jump a gap of 1/4" or better to be considered good.-----------------Change waterpump impeller.--------If fuel was left in the carburetor, it will need cleaning.---------Check / change lower unit oil.

Do you know of any Threads about how to do so? I am fairly new to Boat Motors and want to ensure that i do this right.

I also have a Homelite Mod#460A1C 55Hp 4 Stroke, I believe it has a modified Air Intake. How do i tell if the Motor is Seized? The Propeller Spins freely compared to the Evinrude Mod#10018 10Hp 2 Stroke.
