Our motor was in the shop and repaired for a broken driveshaft last fall, but on putting it back to use, the water circulation is not right. The motor does not discharge water and the engine rapidly gets hot at idle. Where do we begin troubleshooting this issue? We have replaced two bad gaskets on the impeller, and the impeller appears to be functioning. We do not know how to determine if the water jacket is continuous going up thru the motor and suspect that somewhere in the process of taking the motor off the top that the problem lies.:)

It is possible that the jacket has gotten plugged up by some insect. You can check it your self by dropping the lower unit and running water in the copper tube coming down the mid-tower. When putting the unit back make sure the tube goes into the grommet for the water pump housing. Or as steve_a_w says take it back to the shop and have them check for improper work. Also require them to run it in the tank and show you that it is working.
