1958 18hp Seahorse needle spring

I bought a carb kit for my 1958 18hp Seahorse (model FDE-12) and cant seem to figure out how the spring to the float needle valve connects to float and needle valve. Thought I figured it out but once I reassembled it I still have gas flowing over into my bore, like the needle valve isn't closing.

The curved loop snaps into the groove in the end of the needle, with the "finger" over the end. Then the assembly hooks onto the float arm, needle on one side, "finger" on the other side. Sole purpose of the finger is to pull the needle off the seat when the float drops down to admit more gas.
