"Remove spark plugs. Have engine situated so that the spark plug holes face upward. pour in some marvel mystery oil, penetrating oil, whatever might help free up rust and corrosion. Worth a try."

As Joe says penetrating oil in the cyl. and let it set a couple days replentish as necessary.
I might add to remove the pull start unit exposing the 3/4" flywheel nut. put a socket and breaker bar on the nut after a couple days soaking try the bar easily in a CW direction. Don't force it or hit it if it doesn't move. soak some more and try again in a day or two. keep up and it will break free.

"I sprayed the cylinders with wd-40. got a little movement so I decided to drain the lower unit, the only thing that can out was powder and rust particals so I removed the lower plate. What a mess. no oil everything was siezed up so I took it all apart, cleaned it all up and the motor spins freely. The problem now is i need to get the finger that shifts from forward, neutral, and reverse, also on the upper side is a screw that has 2 bent pieces on it, both are rusted away. What are they and where can I get them. So far its looking pretty good. Thanks for all the advise."
