1956 10hp throttle

I have a 1956 10hp outboard, I have tuned it up and ready to fire it up. My question is that when I pull the starting rope the throttle moves from start to slow/stop and I can't seem to get it to start, is it supposed to move like that or is there something I'm missing? I can't seem to find anything on this topic, any Thoughts?

Need to remove flywheel and set the coils in the correct position !----They are rubbing on the flywheel.
