"I have a 1954 Evinrude 25hp motor. New ignition, rebuilt carbs, new coils. Starts fine, idles fine, trolls fine. It will not open up all the way. The linkage turns fine and the timing plate seems to spin correctly with the advance of the throttle. It feels like it should rev higher when I get under way. I removed the limiting tab on the linkage and it advances a little further but it feels slow. After the carb rebuild I adjusted the idle and high speed screws per the instructions on this bb. Any ideas?"

I take it you checked that the carb is opening all the way and the timing is correct.
Did you check the pitch of the prop?
If there is to much pitch for the size of the boat the engine will not reach full rpm and will seem to be lacking power.

"The butterfly on the carb still has some room to go but opens as far as the throttle mechanism will allow. When I push it open further open it by hand the motor bogs down as the timing does not advance. I do not know how to check the timing electronically, there are no marks as you have on other motors. The previous owner was my step-dad, the prop is the same. They swear it went much faster."
 
Did you check the compression?

Did you check the compression? Are you sure the points are at the correct gap?
When you say the carb can open more are you sure that it is not opening past the point where the throttle valve is in wide open position and starting to close the other way?
Make sure the throttle valve is flat at wide open.
If you have done all these repairs right it just may not have the compression it once did.
Did you try adjusting the trim of the engine? If the prop is pointing down it will be trying to push the bow of the boat down instead of giving it some lift.
Is the motor on an old boat that needs the bottom cleaned / refinished?
