Thanks for any input.
I just replaced both relays - it now will go up and down. The remaining problem is when I tilt it up - it slowly goes back down by itself. Now what's wrong?
 
You didn't answer "Boobie's" question. Let me rephrase it......................

Is the electric motor running and pulling it down... OR... is the electric motor in the OFF mode and the PTT unit is simply leaking down?

Assuming the electric motor is NOT running when the engine is falling.... Is the manual release valve screwed all the way in, and if so... is the valve leaking any fluid.

The unit is self bleeding... No need to be concerned about that.

Low oil pressure?? No such thing..... If low oil level exist, fill it.

got it. Motor is not running. It is leaking down (not literally) looses pressure?
 
Having retired in 1991.... so...... Is the 1996 175 PTT design still the type that has the two trim rams, and if so, does the trim rams extend as the engine lowers to a point where the engine is resting on them and can drop no further?

If so, assuming that the PTT unit is full of fluid, there's a zillion places, including a tilt cylinder failure, that can cause that loss of hydraulic pressure but the most likely is a leaking or loose manual release valve, or one of the valves under the oil pump has failed.

If under the oil pump, it's best to replace them all rather than to chance double work due to a wrong guess.
