15hp Mercury 4 stroke missing when rpm increases

I just bought a 15 hp mercury outboard. It is a 2006 4 stroke. I put it on a 14 foot inflatable boat rated at 25 hp max. Took it out yesterday for the first time and it ran horrible. It seemed to run OK until I got to about 1/4 throttle and then it started missing and breaking up. When I went to put it back to idle it would die. Had a hard time restarting it. I brought it home and put it in a tub of water. Engine did not want to idle at all. I took the carb off and disassembled and cleaned it. Put new ngk plugs in it. Put a new fuel filter in it. It has a brand new fuel tank, new fuel line, and ethanol free fuel. It will now idle but breaks up bad at 1/4 throttle on up. It acts just like when you would hit the Rev limiter. Also, the stop switch does not work. The only way I can shut the motor off is to choke it out. I am auto mechanic by trade but have very limited experience with outboards. Any help or advice would be greatly appriciated. Thanks
