15HP Johnson Sea Horse not pumping water out

I have an old (1970's) Johnson 15HP Sea Horse that is not pumping water out the back to cool the motor. If I put the earmuffs on it to run it at home it is just blowing air out the back. Does this mean I need to replace the water pump? I have one coming tomorrow, I got the kit. Should that fix my problem? Thanks!

It could mean that. Replacing the impeller is a good start. Probably should also pull the thermostat and be sure the passages to and from are clear of debris, etc.
