15hp 1991 mercury won't start

15hp Merc won't start. Doesn't even start for a second. I've torn the carb apart completely. I replaced all fuel lines/hoses.
I've been trying a lot to start this engine and after a while I noticed black oil dripping off of the propeller.
On/Off switch has been tested good.
Stator test states B/W to gnd 120-180 ohms. I get 140.
Stator test states B/Y to gnd 3200-3800 ohms. I get 1100.
Stator test states B/Y to B/W 3100-3700 ohms. I get 1040.
Could this be my problem? or might there be something else causing this?

Any leads would be greatly appreciated.
 
It take three things to start Ignition compression and fuel. Seems like you checked spark? and fuel, next is compression. make sure they are getting all three. It is a good place to start.
 
here's an update. I lost spark to one cylinder and it turned out that the switch box was bad. I got a new switch box and now have spark, but no fire. maybe my spark is too weak. I've posted for someone with a 15 merc to test their resistance readings so I know if mine are too out of wack before I buy a new one. If anyone has a 15 around 1990 I'd appreciate it if you would test the resistance of your stator leads so i know what I'm going to have to do.

so here's an update..
I went to Craigslist. I found a guy selling the same motor I have and sent him my issue and asked if he'd check his resistance readings. He did if for me this morning and emailed me back with the results. His results matched up with what the manual told me in the first place.
End result is that I need to purchase a new stator.
 
I installed my new stator and everything works great.
I barely have to pull my starting cord and she fires right up.
The new stator comes with different resistance readings than the factory stator. So anyone who has an other than factory stator keep that in mind.
