15HP 1990 Outboard Tilt Problem

I find that I cannot tilt the motor from vertical. The throttle is rotated to drive as it should be. If I push down on a horseshoe shaped part on the lower end below the motor I can tilt the motor up a notch. After the first tilt it can be tilted in the normal way. There is thin metal curved piece above this part that also can be moved up and down. Both are on a spring return.
Any ideas out there that can free the tilt mechanism?

On the shift rod by the horseshoe is a clamp assembly, that may be getting worn and need adjustment.

Thank for the quick response. The boart is at our cottage and i will not be going back up until the end of the month. I think I remember a rod and a clamp type devise on it but did not notice any sliding up or down through the clamp. I should have taken a shot of the assembly but did not think of it at the time. I will check this as soon as I get back up.
