Can the power pack cause probl

Can the power pack cause problems in mid range rpm's? Mine runs great at low and high rpms. 3000 to 4000 rpms after it has warmed up cuts in and out.

I noticed an earlier post about spark plugs. I think mine has the Champion's with the "R" in them installed at this time. Should I remove and replace before I install a new Power Pak?
 
"If 'R', no Champions

"If 'R', no Champions but probably NGK. Champions have 'Q' in the types used in Your engine. 'R' plugs may kill the power pacs."

This is my first Johnson and it pushes my 20 ft Key Largo cc w/T top real good. Looking forward to getting rid of this problem. You all are a wealth of knowledge. Thanks
