150 hp no power in drive

"Engine idles fine, it revs up

"Engine idles fine, it revs up fine in neutral but when put in drive there's no power. Will not get up on plane. Fuel system seems fine, it gets fire. Wondering if it is a timing problem as far as advanceing? How do I check when the boat is on land and not running or can I check it running off a water hose?"
