150 HP Mariner outboard tilt and trim issues

I am having an issue with my tilt and trim. The motor will go down fine, however when I try to raise it up all I hear is a clicking sound. Any suggestions.

Swap the up and down wires around if it goes up then the up solenoid/relay is done
