"i just bought a boat with a 1994 150hp johnson ocean runner motor on for a project boat. the guy i bought the boat form said the motor will run, but one of the cyclinders as low compression. i tried to start the motor, but cannot get the motor to crank, the starter will not engauge, there is power going to the tilt/trim motor, but when i turn the key nothing happens. is this possible a blown fuse/circuit/ or saftey switch problem.
also i am looking at having the motor completetly rebuild if savalgable, any estimates on what i might be looking at."

The guy I bought it from said that the magnets under the fly wheel need to be replaced and that the carburators need to be set. I have never owned a Johnson motor before, are they decent motors? Also what is the oil to gas mixing ratio on a 200 HP and does it really matter what 2-stoke engine oil I run through it? What type of carburator or engine cleaner should I run through it?"

your mixture should be 50:1 and you need to run marine 2 cycle oil or at least one made for water cooled engines.

somebody else will have to help you with the rest.
