there are times when I try to accelerate the engine wil not go above 1500 rpm without surging.the rpm s fluchuate between 1500 and 5000.seems that something electrical is breaking down?

"Walter,

It could be any of the ignition components, but my guess would be the power pack.

"I feel your pain--disconnect your fuel line from the tank. Get a bottle of Mercury "power tune" --Spray it into a Glass jar--put open end of fuel line into jar and prime bulb---start engine and let run until it chokes out ---let sit for 24-48 hours. Engine will be hard to start, but keep trying---run boat on water at full tilt for 15 min---this is known as a "redneck tune-up" and should tell you whether or not its the carb problem----"

"Walter,

I had the same problem on my 1993 150 Evinrude. Here's the question? What is your voltmeter reading? If it is 11 volts or below during running three things could be your problem; first, get your Stator checked then your V/R and then your Power pack. Or if your motor got hot or your outlet was plugged the motor will go into so call safe mode. This was designed save your motor from burning up and to get you home safely.

Again if your stator is not putting out the voltage needed to so call fuel your power pack you will get the safely protocol. Another words the motor will not get above 2000 rpm or if you’re running at say max rpm and the motor is misfiring/surging it is an electrical problem. Hopefully this helps. Voltage should be between 14 to 15.5v to operate normally."

"This surging..... Is it a slow and gradual surge up and down (fuel), or is the surge a instant jump in rpms up, then down (ignition)?"
