15 hp tilt arm difficult to get into and out of gear

I have a mariner 15 hp with tilt Handel. It is difficult to get ito and out of gears. With a wrench I can get it into and out of gears manually but feels tight

No I am trying it when off

No it was not. Tomorrow I will run it in a barrel of water and try. Thanks. I will let you know

I ran the motor and it shifts fine. Thanks
