15 hp. sea king

I just got a 15 hp. sea king outboard Model cg18802a serial 36x882787. What year is this outboard? Is this a johnson or evinrude engine. What is oil/fuel mixture suppose to be. What is right plug. Has 2 j6c plugs in it now was told to go to j8c plug it runs hotter. Has problem with pull cord not wanting to rewind when pulled all the way out whats best way to fix this problem. All help is appreciated.
 
looks like a 1968 18 hp Evinrude, fuel/oil mix is 50/1. OMC calls for a j4c plug, why do you want to run hotter?
 
It says 15 hp on top cover. lets try gg18802a model. I do not know about running hotter a friend said if j6c plug is in motor now that must be what it calls for and to run hotter to a j8c. He said running a hotter plug would burn off oil from fuel better and keep plug from fouling. What do you think. Thank you for reply and help.
