By own experience that engine needs a new impeller every second year, and at the same time check the thermostat.
Your first posting however indicates something between timing and lean running. Quite honestly on a lot of them I have had to change Power-Pack, but they were in general totally dead! Another problem was a sticking plunger on the fuel pump which sometimes gave a similar effect. Try put Your fuel line from tank straight at the carb, bypassing the pump and use the primer bulb as pump."
