Not absolutely necessary, but you have to disconnect the shift mechanism from the block.---Pulling the lower unit is recommended to inspect the water pump and that is an easy job.---6 bolts to lower the unit a bit then remove one bolt at the shiift connecter.

I removed all 6 bolt on out side , plus the 3 on the inside , but it seem tight , also I did unhook linkage , Im trying to get to the reed valve , thanks , I will pry some more

Pulling the powerhead is not necessary to remove the reed plate.

However, by this time, I assume you've already pulled the powerhead so I strongly recommend that you also remove the lower unit. The reason being........

The copper water tube is attached to the bottom of the powerhead. You will not be able to align that tube with the water pump when re-installing the powerhead.

hello no I didn't remove power head yet , just trying , you noted that I can remove reeds , the bottom bolts seem impossible to get to get to , any input on how you do this would be great , thanks

If memory serves me right, I believe I used a 1/4" drive extension and a universal (flex) socket.

Always possible a 3/8" drive extension would work also.
