15/9.9 HP prop single prop shaft seal orientation - 396350

I rebuilt my lower unit on my 1976 15hp Evinrude but the kit came with the single prop shaft seal 396350. Originally it had the back to back seals. What is the proper orientation for this seal?

The parts book for a 1998 model shows how the seal is installed.

I think all the videos I saw had it installed wrong. This diagram makes more sense since the other way around could compress the rubber protrusion if you push it down too far.
