"I have a 1988 Hurricane Deck

"I have a 1988 Hurricane Deck Boat powered by a 1983 Evinrude 140hp. When I push the control lever all the way forward, it seems like the speed of the motor is only about 3/4 what it was last year, and the boat won't plane off.
When I take the cover off of the motor I see long and short rods each with a black adjusting wheel on it.Will these two adjustments allow me to adjust my high speed RPMs ? The motor runs smooth at idle, low speed and high speed but not fast enough at high speed. I changed to a new prop yesterday, but the boat still does not plane.
Please help, if you can.

I had a deck boat once that had water trapped in the hull. Darn thing would hardly float or move. Is the draft on the boat any lower than last year?
If it ran fine last year the cables shouldn't need adjustment unless they have been change since then or one of the cam followers has broken.
Push the throttle lever open and check that the carburetor's are opening all the way."

The hull is dry. I did have the cables changed last year. Where are the cam followers located?
Can I make any adjustments using the two black wheels on the engine?
