130 Evinrude outboard tilt sensor issues

I have a 1996170 Four Winns with an 130 Hp Evinrude outboard. I am having an issue with the tilt/trim sending unit and could use some advice.
When I move the engine out of the way and manually move the sensor arm, the gauge on the dash appears to work properly. The instruction
on how to adjust the tilt/trim, has you putting a pin in the #3 hole, lowering the engine till it touches the pin, and the dash gauge should read
in the middle.

Mine reads at the very bottom. I tried adjusting the sending units positions with out success. So I'm not sure if it could be the sending unit,
a solenoid, or something totally different. The tilt/trim works, but am unable to tell where it is.

I could use some help figuring this out.

To check the gauge.... key ON, engine NOT running.... simply ground out the sensor ("S" Terminal) of the gauge to a ground (The "G" terminal). If the needle of the gauge pegs itself when you do that, the gauge is okay.

If the gauge is okay, either the sending unit is not adjusted properly or is faulty.

Testing the sending unit.... Have the wires of the sending unit disconnected... Connect a ohm meter between those two wires.... Slowly move the sending unit lever manually from one extreme to the other.... The reading should move smoothly and steadily through its entirety, no jumping, skipping, hesitation, whatever.... Anything other than smooth and steady indicates a faulty sending unit.
