115 tohatsu 1998 stuck in reverse

Hi I have a 98 tohatsu that is stuck in reverse. I was operating it the other day fine, I went to nuetral and when i went to forward it acted like it was still in neutral . I then went to reverse and i felt a little resistance but it went in . when i came back to neutral and forward the enngine was still in reverse. I'm wondering if this is just a control problem i.e. cable or a sheered pin or something more? any help would be appreciated.

Probably a control or cable problem. See if the shift rod is operating up and down (alongside/forward of the exhaust housing) when you move the control. Check the cable clevis connectors inside the cowling to make sure one didn't fall off.
