100 hp Mariner carburetor

I have a 1989 4cyl 100 HP Mariner that is flooding. I looked at the break down, and I see the float needle, but I don't see a o ring or rubber gasket it for it to seat against. Does this needle have a Viton tip that seats against metal, or, does a gasket come with the needle?

It does. Hard to see, but it's there.
