1 wet plug 1977 25 horse Evinrude electric choke/start

I'm wondering why the number one cylinder spark plug is wet and the bottom plug is dry after running in a barrel for 15 min? Trying to get this motor dialed in. Hard to start when its been sitting awhile.
Should I run it out of fuel if its going to sit a few days? Thanks for your help.
 
Could be running on just 1 cylinder.-----Does spark jump a gap of at least 3/8" on both leads ?---Could be a bad sparkplug.-----Could be a ruptured fuel pump diaphragm as well.-----And post the all important actual compression values.
 
It has 119 on both cylinders. The plugs should be changed. Also do the plug wires come from the corresponding coils upper coil to no. 1 cylinder? There is no metal band on the upper wire Is there an easy way to test the fuel pump for a bad diaphragm?

The top cylinder is the one that is black.-----Doubt that the lower crank seal is the issue.-------These pumps are elegantly easy to take apart and inspect.----Does spark jump a gap of 3/8" on both leads , yes or no ?
 
I just have an old school tester that looks like a plug and clamps to a ground. What type should I get to be able to measure the jump?
 
You can make something using cardboard / glue / wires.------Glue wire onto the cardboard with 3/8' gap.----Stick one end into plug boot and clip other end to ground.----Or buy one for about $10 at an automotive store or online.
