09 115 efi starting

Chris, you helped me with my outboard suspecting weak fuel pump for problem with planing and you were right. Still has hard start issues every so often. I was noticing the other day while on the water the water temp was 45 F and the air temp was in the 30’s F my boat had hard time starting while on the ramp. Started and died two or three times before running fine. Never noticed this before and was wondering if it may be related to my other hard start issues after running wide open throttle and letting boat sit a while? I would have thought efi wouldn’t care what outdoor temp was, like car or anything else I’ve had efi. Mercury 115 efi 4 stroke s/n 1B738410 dealer ran computer on it and no codes everything looked good according to them
 
spark plugs are new. Fuel pumps are new. would cold weather affect the coils? usually runs fine when first starting on the ramp. after a WOT run and stop and fish for while it sometimes has an issue where I have to crank on it a couple times then it starts. dealer cant find any codes and cant recreate the problem in the test tank. It seemed weird that it acted up on the ramp this time but it was very cold didn't think EFI would have had problem though. I don't know what's going on with this thing. Backfired a few seasons back then after that seems like everything started happening. Had injectors cleaned and tested supposedly they are good, all new fuel filters. I don't know.
 
Water in fuel ? Do a fuel sample . While on the trailer put the bow up high as you can. Let the boat sit for an hour. Then remove fuel line from engine and pump some fuel into a clear container. Fuel should be clear not cloudy. If it's cloudy let the fuel sit in the container untouched till it seperates.
