I changed out my throttle cables and now boat will not shift to forward. I have taken off throttle cable but the shift cable will still not engage. I removed shift cable and it works fine as long it is not attached to motor. Any help would be appreciated.

Will the shift arm move on the motor? Prop must be moving for it to shift if motor is not running.
