'04 90hp Johnson bog

I've got this 2004 Johnson 90hp and I'm having some issues with it. Model J90GLSRM

I replaced fuel pump, cleaned the carbs and got new bowls (one was warped and leaking) and replaced the power pack.

Before the power pack it couldn't get up on plane.

It starts right up first crank every time but seems to have a little rough idle.

Once you get around the 2500 mark the motor would just bog down, not always die but sometimes it would and sometimes I'd hear a cough.

Now the boat will plane out, but around that 2500 mark it seems the motor really struggles. If you try to just plane out by increasing throttle at a normal pace it bogs down but if you take the throttle forward really slow you can feel and hear all of a sudden the motor sounds completely different and you can tell it's ready to go at that point and will plane out and stay on plane no problem.

I really don't know much about the motor but I'd like to learn and try to fix the issue before I take it in to a shop and let them have at it, however I really have no idea where to start now.

I know my explanation is a big vague but do these signs point to an area that could be the problem?

What's the compression on it ????

When you replaced the VRO pump did you prime the oil side and verify it was injecting oil ?-----Did you service the water pump ?

A friend of mine took it to his buddy's shop for a quick look, they tested it and all I got was it's "good". Also pointed out that it was running on 3 cylinders and the culprit was the power pack.

The oil part of the VRO is bypassed, fuel is being mixed. Problem persisted from old vro to new fuel pump. Motor pees really strong so I didn't think the water pump needed servicing but I could be wrong
