04 0x66 vst spitting fuel from overflow

My 04 0x66 is over filling the vst. I have split it apart, inspected all parts ( float, needle, o rings). As soon as key is turned to on position fuel starts running out of overflow. Needle is seating. We tried to blow air thru the inlet tube while needle was seated and could not. Was wondering where else pressure inside tank could be coming from? Any suggestions would b helpful
