Update I replaced the reeds with Chris Carson sport reads and all new gaskets , used a bore scope down cylinders and pistons and walls look good , plugs are all black and wet , took boat out today and no change , disconnected voltage regulator and no change , I feel like spark is not advancing I may have gotten bad timer base .

The spark advance is by the timer base rotating as the throttle is advanced.
Either it works or it doesn't as far as producing spark. When it sparks (as in timing) is mechanical linkage.

I’ve already replaced timer base and set high speed timing , but I’m at a loss here as to what’s the issue , bad cdi parts out of the box is not uncommon depending which plant they came from , I got the motor set at 3” below prop to pad I’m gonna drop it down couple inches in the water and see how it reacts

Update , tested the new cdi timer base and im only getting .2-.4 volts from white to other wires , minimum is .6 volts , going to warranty it and go from there
