Evinrude E140TLCUA Stator Failed?

I have a motor that will try to start but not turn over - no spark. I tested the Charge/Power Coil, and between the two terminals, I was getting 531-555 ohms when static and 90 VAC when the engine was cranking. The specs say 455-505 ohms and 175 VAC, so I assume the Stator assembly needs to be replaced. Is that the correct interpretation?

I start with ---Charge the battery.-----Load test the battery.----Take starter apart for inspection , ohm test on armature.----Note ----No beer tokens spent to do those steps.

Need to check output with a DVA meter. I have seen stators pass on ohms reading but fail output
