    Mercury 9.8 started running like this after troubleshooting an erratic tell tale stream and also steam instead of water. Removed powerhead to check on the water pump inlet seal/gasket. Good New powerhead gasket used when putting powerhead back. Water pump impeller fine and installed correctly...
