    AQ131A will not idle

    I have a 1986 Bayliner with a AQ131A engine that runs well at higher RPMs (>1200) but stalls out when in idle. If you place a paper towel over the new carb to restrict air flow, it will idle fine. How can I restrict the air to this engine?
