    96 40hp merc.sea pro tiller, bogs and won't get on plane.

    I had a problem with my Mercury would only run at full speed if I pumped the primer bulb on the engine. Pulled and cleaned the carb,it did same thing . Pulled the carb again and checked the high speed jet. I ran a tip cleaner in it to check for obstruction. Reinstalled and ran again idles good...
