    50 evinrude surges, won't keep running

    My 1995 50 hp evinrude will not keep running. I have rebuilt the VRO(oil disconnected and mixing), cleaned carbs, checked fuel lines, bypassed fuel pump and sprayed fuel into carbs. Also checked float levels. The motor starts and runs awhile but very rough. Seems to run rich (smoke) then...
