    Mariner runs like its flooded

    I have a 88 20hp Mariner that I have a 88 20hp Mariner that won't run well in gear. I have replaced the fuel line/bulb-the strainer always seems to be full. I can take off the cover and rev it up in neutral and it will rev like crazy-but when in gear it just bogs out. Could the choke be staying...
