    I think I found part of the issue. The whole was completely clogged. I don't know how any water was getting through there. Thanks everyone, I will let you know what I find out after ordered parts and getting it running.

    I have a 1993 Evinrude 120. Water comes out of the pee hole, but not with great pressure. When I changed the water pump last year, I noticed the previous owner had used pliers of some sort and messed up the rounded edge at the bottom of the water tube. I suspect there is not a perfect seal, so...
