    1999 volvo 3.0l timing issues

    I keep reading that you have to set the timing at 650-750 rpm at idle...but if timing is off already,how do get an accurate rpm?Adjust the idle screw?Turn the rotor?Am i missing something ?Any advice would be appreciated
