    99' 115 Johnson wont plane unless using the choke

    I hope someone can help me here, Ive had it with trying to fix this motor now for the second year. It runs fine on idle but once its under load it will die unless the choke is used to get it on plane. I have rebuilt the carbs, including replacing the jets, it has 110 compression on all 4...
