    My 1999 owners manual specifies the fluid, I don’t worry about the brand. I use the same stuff in my 1963 Pontiac power steering. It’s not a high stress usage.

    20 hours a year since new- how big a fuel tank are you running? Could be an old fuel issue? Did you find anything dirt or water wise in your fuel water separator or the filters you changed?

    Have you replaced the water pump recently with a new impeller etc? Is the outboard pumping lots of water through the telltale?

    You’ll need the same type oil/fluid the mechanic used to bleed the system, it’s easy to do. I use a long necked oil squirt can and my 1999 Honda calls for the pink power steering fluid, I used a GM spec available just about anywhere. Cycle the engine all the way up, remove fill screw, squirt...

    I’m not a serious engine rebuilder mechanic, just read stuff that I retain randomly. If you have good compression, but you are burning oil, would a treatment with Yamaha ring free help? Your plugs- are they all similarly appearing, or does the one with a bit lower compression look worse...

    I find AI is good for common problems with common issues. It’s a generic checklist of things to check. I worked on a Clarke Troller once, nothing in AI for it.😁

    I would ignore AI’s solutions, they are very generic and draw from data on many brands of outboard. Your 4 blade prop may be too much “load” for your Honda’s torque curve . Kinda like putting a 35 inch tire on a 4 cylinder 1960 VW.

    You can get a uv dye to add to motor oil, antifreeze, etc, wonder if there is one for a fuel leak?

    I don’t know but a Honda shop manual will tell you how to do this. Buy Honda only for your outboard, not Seloc etc.

    Also, did all fuel filters get changed? If those plugs are that ugly, maybe the filters are ugly too. 10 year old fuel will be very ugly and if the dealer didn’t do new plugs, the filters are suspect.

    Definitely change the plugs and run something like sea foam in the gas, a high dose. Those 2 plugs are badly fouled, your valves and cylinders may have a load of crap too, the sea foam will help clean that out. And adjust the valves as suggested.
