    Wont reach full rpms

    I have a 85 nordic sunrunner 22 foot. It sat for about 5 years with a brand new engine and outdrive. It has the 5.7lx engine and I cleaned out the edelbrock carb very well and I can still only reach 3800 rpms which is 45 mph. What else am I missing or what should my next step be to get full rpms...
