    2004 90hp Johnson Trim issue .. only comes up half way

    Well, it goes down just fine when docked and running. But, it only comes up half way after I lower it all the way down again. Does this sound like a relay issue or a trim stop setting? At this point, I am loath to try and get it out of the water as I think I might be dragging the skag.
