    1991 70hp, Motor starts and idles perfectly, revs great in nuetral but under load it will only get up to 1100-1200 rpm and giving it any more throttle causes it to sputter out and die. Carbs have been cleaned twice, reeds are clean and functioning, its getting fuel, replacing CDI had no effect...
